It doesn't matter whether another user closed the My Favorites Toolbar or you accidently did so, the solution is an absolutely simple matter. All you have to do is follow the procedure highlighted below;
However, sometimes the File | Edit | View | Favorites | Help menu isn't visible either as expected.
To solve this, you can quickly display the File | Edit | View | Favorites | Help menu by pressing the Alt key on your keyboard which toggles the menu bar on and off.
Another way of doing it is that you can restore both the Menu bar view and the Favorites bar view by right-clicking a blank section along the top of Internet Explorer and clicking the toolbars that you want to display along the top of IE9.
You can also try to show the Favorites bar by doing the following;
Open Internet Explorer by clicking the Start button
Click the Tools button, point to Toolbars and then to show the Favorites bar, click Favorites Bar to select it.
